L evel 3

Agencies must deploy exclusively to the employer-pays market. There must be no open findings related to systemic forced labor or debt bondage.

Open findings are permitted but only if they relate to policies, procedures, or management systems that may pose risks to sustainable implementation of the employer-pays model.
